Cosmo Oil, JGC, and REVO Partner with Tokyo Metropolitan Government on Household Oil Collection for SAF Feedstock ~Leveraging the World Athletics Championships to Promote Citizen Participation in Sustainable Aviation~

Cosmo Oil Co., Ltd. (hereafter "Cosmo Oil"), JGC HOLDINGS CORPORATION (hereafter, "JGC HD"), and REVO International Inc. (hereafter, "REVO International") announced the launch of a new initiative to expand the collection of used household cooking oil for use as Sustainable Aviation Fuel (SAF) feedstock beginning on May 2, 2025. This initiative is being conducted in collaboration with the Tokyo Metropolitan Government (TMG)’s Household Oil Collection Campaign1.

 

Cosmo Oil, JGC HD, and REVO International signed a partnership agreement2 with TMG in August 2023 following the selection of their joint proposal on projects to promote the recycling of used cooking oil. The companies subsequently began to undertake efforts based on this agreement that culminated in March 2024 with the launch of the Tokyo Fry to Fly Project, promoting the collection of used cooking oil across Tokyo Metropolis.

 

The World Athletics Championships Tokyo 2025, scheduled for September, will bring together in Tokyo approximately 2,000 athletes from over 200 countries and regions. Aiming to promote the use of SAF—including for athlete transportation—TMG has launched the Household Oil Collection Campaign in cooperation with the World Athletics Championships Tokyo 2025.


The used cooking oil collected through the campaign will be refined and utilized as SAF by SAFFAIRE SKY ENERGY LLC (hereafter, "SAFFAIRE SKY ENERGY"), a SAF production company established as a joint venture between Cosmo Oil, JGC HD, and REVO International, thereby contributing to the reduction of carbon dioxide (CO2) emissions from aircraft.

Cosmo Oil, JGC HD, and REVO International remain committed to advancing initiatives to realize a sustainable society through the adoption of SAF, in collaboration with TMG and other partners.

 

 

◾️Roles of Each Company

TMG will encourage citizens to recycle used cooking oil by installing collection stations at one of its office buildings and municipal facilities throughout Tokyo Metropolis. JGC HD will support the campaign by procuring the supplies necessary for collection, while REVO International will pick up the collected oil. The used cooking oil will then be refined into SAF by SAFFAIRE SKY ENERGY at Japan’s only large-scale SAF production facility, located in Sakai City, Osaka Prefecture. Cosmo Oil will supply the resulting SAF to airlines, with a portion expected to be utilized at Haneda Airport.

◾️About the Project for Large-scale Production of Japan’s First Domestic SAF

Cosmo Oil, JGC HD, and REVO International have jointly pursued the commercialization of a SAF supply chain since 2020 and were selected to receive a New Energy and Industrial Technology Development Organization (NEDO) subsidy3 in 2021, aimed at establishing a supply chain model for SAF production from domestically sourced used cooking oil. As part of this initiative, the three companies established a new company, SAFFAIRE SKY ENERGY, on November 1, 2022. The SAF production facility was completed in December 2024, with an annual capacity of approximately 30,000 kiloliters, and began supplying SAF in April 2025. The supplied SAF has obtained ISCC CORSIA and ISCC EU certifications under the International Sustainability and Carbon Certification (ISCC) framework. These certifications confirm that the end-to-end domestic supply chain—from feedstock collection to final delivery—complies with internationally recognized sustainability standards.

 

◼️About TMG's Project to Promote the Recovery of Used Cooking Oil

JGC HD and REVO International, together with Cosmo Oil, concluded a partnership agreement with TMG in August 2023 following the selection of their joint proposal submitted in response to TMG’s public call for proposals for projects to promote the recycling of used cooking oil. This agreement aims to expand the collection of used cooking oil for use as SAF feedstock and support the establishment of a new supply chain that facilitates SAF production.

In the Project, the companies, in collaboration with TMG, have committed to undertaking four initiatives from August 2023 to March 2026: collecting household used cooking oil, conducting educational activities related to SAF production and utilization, organizing SAF-related events and campaigns, and exploring the feasibility of using the collected used cooking oil for SAF. As part of the Tokyo Fry to Fly Project, the parties are carrying out a pilot initiative to collect household cooking oil at Cosmo Energy Group's service stations in Tokyo Metropolis4.
