Cosmo Oil and KEPCO Win Bid for “Advanced CCS Projects: Engineering Design Work for CO2 Separation and Capture, Liquefaction, Temporary Storage, and Loading Facilities for Marine Transportation”

Cosmo Oil Co., Ltd. (hereafter, “Cosmo Oil”) and The Kansai Electric Power Co., Inc. (hereafter, “KEPCO”) on August 21 won a bid and entered into a contract with the Japan Organization for Metals and Energy Security (hereafter, “JOGMEC”) to conduct engineering design work for the CCS¹ project that the two companies are jointly studying in the Sakai-Semboku area of Osaka Prefecture, following a public call for bids by JOGMEC for the FY2026 “Advanced CCS Projects: Engineering Design Work for CO2 Separation and Capture, Liquefaction, Temporary Storage, and Loading Facilities for Marine Transportation.”

Under this commissioned research project, the two companies will carry out engineering design work for facilities covering the process from the separation and capture of CO2 emitted from KEPCO's Sakaiko Power Station and Cosmo Oil's Sakai Refinery, both located in the aforementioned area, through joint liquefaction and temporary storage at the Sakaiko Power Station, to subsequent shipment from Cosmo Oil’s shipping piers to storage sites.

Building on the results of studies conducted through the last fiscal year, the two companies will jointly explore efficient facility configurations based on shared use of liquefaction, storage, and loading facilities. The two companies expect combined annual CO2 shipments of approximately 750,000 tons.

To date, Cosmo Oil and KEPCO have been commissioned by JOGMEC to undertake work related to its “Engineering Design Work for Advanced CCS Projects,” and have been advancing studies toward the establishment of a CCS value chain in the Sakai-Semboku area of Osaka Prefecture.

With a view to future cooperation with other business operators that have CO2 emission sources² in the area, the two companies will conduct studies toward the establishment of an area-wide CCS value chain, thereby contributing to the realization of a zero-carbon society.
