Cosmo Oil Co., Ltd. (hereafter, “Cosmo Oil”), Sakaide City, Kagawa Prefecture (hereafter, “Sakaide City”), JGC HOLDINGS CORPORATION (hereafter, “JGC HD”), REVO International Inc. (hereafter, “REVO International”), and SAFFAIRE SKY ENERGY LLC (hereafter, “SAFFAIRE SKY ENERGY”) are pleased to announce that on September 30 they entered into an agreement, titled “Agreement on Collaboration and Cooperation in Promoting the Recycling of Used Cooking Oil Toward the Development of a Sustainable Society” (hereafter, “the Agreement”), which seeks to advance the conversion of used cooking oil into feedstock for Sustainable Aviation Fuel (SAF) and other such products. The parties held a signing ceremony that day at Sakaide City Hall, attended by Mayor Tetsuji Arifuku. This partnership, which involves the provision of used cooking oil for domestic SAF production, is the first initiative of its kind in the Shikoku region.
In addition, Sakaide City will participate in the “Fry to Fly Project,” an initiative aimed at realizing a world where aircraft are powered by SAF, and will work to help recycle used cooking oil collected from households and other sources within the city into SAF.

▪️Objective of the Agreement
Under the Agreement, Cosmo Oil, Sakaide City, JGC HD, REVO International, and SAFFAIRE SKY ENERGY will collaborate and cooperate on various initiatives to expand the collection of used cooking oil as a feedstock for SAF, contributing to the realization of a decarbonized, resource-recycling society.
▪️Key Points Covered Under the Agreement
| 1) | Matters pertaining to the collection of used household cooking oil |
| 2) | Matters concerning the production of SAF and other such products from used cooking oil |
| 3) | Matters related to providing opportunities for wide-ranging information dissemination on this used cooking oil recycling initiative |
| 4) | Matters pertaining to information dissemination, public awareness-raising, and outreach related to the promotion of Zero-Carbon Cities |
| 5) | Matters concerning collaboration with diverse stakeholders involved in decarbonization projects |
| 6) | Other efforts necessary to fulfill the objective of the Agreement |
▪️Specific Initiatives Under the Agreement
Based on the Agreement, Sakaide City has installed used cooking oil collection points at eight locations around the city; collection from citizens began on September 30. Collected used cooking oil is picked up and transported by REVO International to SAFFAIRE SKY ENERGY's plant in Sakai City, Osaka Prefecture—Japan’s first facility for the large-scale production of SAF—where it is repurposed into domestic SAF feedstock.
Sakaide City has provided used cooking oil from the Sakaide Municipal School Lunch Center for use in domestic SAF production since August 2023, with the volume of such oil used in the production process totaling approximately 4,500 kilograms in FY2025.
Going forward, Sakaide City will consider expanding collection points for used household cooking oil and will publicize and raise awareness of the initiative among citizens, businesses, and other stakeholders, while also disseminating information on SAF, resource recycling, and Zero-Carbon Cities. The City will work toward achieving net zero carbon emissions across the entire community—not only through the effective use of resources and waste reduction, but also by creating opportunities that allow individual citizens to participate in decarbonization.

▪️Overview of Japan’s First Large-scale SAF Production Project
Since 2020, Cosmo Oil, JGC HD, and REVO International have jointly pursued the commercialization of a domestic SAF supply chain—encompassing everything from the collection of used cooking oil to the production, transportation, and supply of SAF. As part of this initiative, the three companies established a new company, SAFFAIRE SKY ENERGY, in 2022. Japan’s only plant to produce SAF from used cooking oil, the SAF production unit was completed in December 2024 on the premises of Cosmo Oil's Sakai Refinery (Sakai City, Osaka Prefecture), and began supplying SAF in April 2025. The supplied SAF has obtained ISCC CORSIA and ISCC EU certifications under the International Sustainability and Carbon Certification (ISCC) framework. These certifications confirm that the end-to-end domestic SAF supply chain—from feedstock collection to final delivery—complies with internationally recognized sustainability standards.
